召回和撤回的区别

召回包括撤回，但是在２２０００标准中没有提到召回，我理解召回是销售到达了最终消费者，已经广泛分布，而撤回是指范围还不那么大，只是到经销商级或分销商级别，通知销售将产品撤回．召回带有政府强制的色彩，撤回应该是企业主动的行为！不知道理解的是否正确
