请教关于食品添加剂-二氧化氯的问题，下面是FDA规定里的一句话：“The additive may be used as an antimicrobial agent in water used to wash fruits and vegetables that are not raw agricultural commodities in an amount not to exceed 3 ppm residual chlorine dioxide."这句话是说在清洗果蔬时二氧化氯最高使用浓度不能超过3 ppm还是在清洗果蔬后在果蔬表面不能超过3 ppm残余？这里的ppm是指mg/kg吗？是不是指每kg果蔬样品中不能超过3mg二氧化氯？谢谢！！！
